O valor equivale a 10% do gasto declarado no per&iacute;odo (R$ 115 bilh&otilde;es).<\/em><\/p>\n<p><strong><br \/>\n<\/strong>Estados usam despesas de outras &aacute;reas para cumprir exig&ecirc;ncia constitucional<\/p>\n<p>Presta&ccedil;&otilde;es de contas entregues a minist&eacute;rio incluem investimentos em pres&iacute;dios, educa&ccedil;&atilde;o e at&eacute; aposentadorias<\/p>\n<p>DANIELA LIMA<br \/>\nMARIANA SCHREIBER<br \/>\nDE S&Atilde;O PAULO<\/p>\n<p>Estados maquiaram seus investimentos em sa&uacute;de p&uacute;blica nos &uacute;ltimos anos declarando quase R$ 12 bilh&otilde;es gastos com reformas de pres&iacute;dios, aposentadorias de funcion&aacute;rios p&uacute;blicos e outras atividades como se tivessem sido aplicados no setor.<br \/>\nA emenda constitucional 29, aprovada pelo Congresso no ano 2000, determina que os Estados invistam no sistema p&uacute;blico de sa&uacute;de no m&iacute;nimo 12% de suas receitas, mas a maioria n&atilde;o cumpre a legisla&ccedil;&atilde;o e tem inflado as presta&ccedil;&otilde;es de contas entregues ao governo federal.<br \/>\nDespesas com ensino superior, obras de saneamento b&aacute;sico e financiamento habitacional tamb&eacute;m foram apresentadas como investimentos em sa&uacute;de, de acordo com o Minist&eacute;rio da Sa&uacute;de.<br \/>\nOs 27 Estados declararam gastos de R$ 115 bilh&otilde;es com sa&uacute;de de 2004 a 2008. Depois de examinar suas presta&ccedil;&otilde;es de contas, o minist&eacute;rio concluiu que R$ 11,6 bilh&otilde;es se referiam a despesas com outras &aacute;reas, que n&atilde;o poderiam ser usadas para cumprir a lei.<br \/>\nEsse dinheiro corresponde a 10% dos gastos informados pelos Estados nesses cinco anos e seria suficiente para manter por um ano 13 ambul&acirc;ncias do SAMU (Servi&ccedil;o de Atendimento M&oacute;vel de Urg&ecirc;ncia) em cada um dos 5,5 mil munic&iacute;pios do pa&iacute;s.<\/p>\n<p>REGULAMENTA&Ccedil;&Atilde;O<br \/>\nComo a emenda 29 n&atilde;o foi regulamentada at&eacute; hoje pelo Congresso, n&atilde;o existe na legisla&ccedil;&atilde;o uma defini&ccedil;&atilde;o clara do tipo de a&ccedil;&atilde;o governamental que pode ser classificada como a&ccedil;&atilde;o de sa&uacute;de. &Eacute; por isso que os Estados encontram brechas para driblar o cumprimento da Constitui&ccedil;&atilde;o.<br \/>\nO Minist&eacute;rio da Sa&uacute;de identificou problemas nas contas de todos os Estados em 2008. Treze conseguiram cumprir a emenda 29 mesmo ap&oacute;s abater gastos com outras &aacute;reas. O governo ainda n&atilde;o analisou as presta&ccedil;&otilde;es de contas de 2009 e 2010.<br \/>\nEm 2008, Minas Gerais computou como despesas de sa&uacute;de o pagamento de aposentadorias e pens&otilde;es de servidores e repasses para um fundo que financia casas para funcion&aacute;rios da Assembleia Legislativa do Estado.<br \/>\nMinas declarou ter gastado R$ 2,7 bilh&otilde;es com sa&uacute;de em 2008, o equivalente a 13% de suas receitas. O governo federal desconsiderou R$ 835 milh&otilde;es, reduzindo as despesas do Estado com o setor para 8,6%. O governo mineiro informou que contabiliza suas despesas conforme crit&eacute;rios definidos pelo Tribunal de Contas do Estado.<br \/>\nOs gastos do Rio Grande do Sul com sa&uacute;de em 2008 ca&iacute;ram de 12% para 4% da receita depois que a presta&ccedil;&atilde;o de contas do Estado foi revista pelo Minist&eacute;rio da Sa&uacute;de.
